God’s Love Outreach Ministries aka G.L.O.M. is a California based 501(c)3 non-profit corporation formed on January 18, 2005. The corporation was founded by Dr. Allen S. Turner with the intent of reaching the needs of the underprivileged population within the State of California. G.L.O.M.’s mission is “To provide safety in living, empathy in treatment and a humanistic approach for all people who seek a better life.”
In 2007, G.L.O.M. was awarded a 5-year contract with the Alameda County Sherriff’s Office to oversee the chaplaincy services for both the Glenn Dyer and Santa Rita correctional facilities, where our chaplains provided counseling services for over 6,000 inmates daily and over 60,000 inmates annually. In this same year, G.L.O.M. also opened its first Adult Residential Facility. We provided residential, mental health and case management services for women with backgrounds of incarceration, domestic violence, homelessness, and drug and alcohol dependency.
In 2015, G.L.O.M. opened their first State of California licensed Adult Residential Facility for Alameda County. Since then, we have gained several contracts with Solano County, San Joaquin County Behavioral Health Services, Merced County, Sacramento County, and Stanislaus County , as so many more other counties and agencies which brought our current count of large licensed Residential Treatment facilities to 11 and our activity centers to a total of 4. Our licensed facilities are all licensed by the Department of Social Services and also are Medicare and Medicaid certified. Our company is also accredited by the top accreditation agency CARF, which does accreditation across the world.
Our company has now expanded our reach beyond the state of California and now opening facilities Maryland, Michigan, Alabama, Mississippi, Texas and Georgia. We also are excited to announce that through our affiliate GLOM Global Franchising, LLC, we are expanding our reach to over 39 states throughout our country utilizing franchisees who are now franchise through us.
With the overwhelming needs that are evident in providing social and mental health services to the rising population within our state and nation, G.L.O.M. has risen to the call to help meet these needs and challenges. By using our skills, knowledge-based approach, and experience to serve the needs of all who request our services, G.L.O.M. is providing a successful continuum of care.
Our core services are:
Full residential care – Clean, safe and secure residential care with 24-hour supervision including 3 meals and 2 snacks per day, semi-monthly haircuts, clothes, community outings and life skill courses.
Case management services – which include assisting our clients to obtain their state identification cards, signing up for Medicare or Medicaid, signing up for Social Security or disability, employment services, Group Rehabilitation Counseling, Individual Rehabilitation counseling, transportation to court appointments and other appointments and being the liaison between the client and any agency.
Clinical Services – Our licensed therapist provide clinical services that range from Assessments, treatment and care planning, individual therapy, group psychotherapy sessions, crisis interventions and family and reunification counseling.
Psychiatry Services – Our psychiatrist and nurses provide Psychiatric services which include assessments, medication management and crisis evaluations.
Medical Services – Our doctors and nurses serve as Primary care physicians or as needed medical services assisting with physicals and emergency appointments as needed along with medication prescribing.
In 2023 GLOM rebranded and reorganized its organizational structure under G.L.O.M. Global and launched four successful non-profit companies, namely,

G.L.O.M. Transitional Housing Program,
G.L.O.M. Substance Abuse Program,
G.L.O.M. Outpatient Services, Inc.
We are also very proud to say that in 2025 our company received our accreditation from a national accreditation company CARF which means that we meet all state and national requirements as a healthcare entity surrounding compliance, operations, financial/accounting compliance, organizational structure, state and federal regulations and client care services. We received the highest grade in the CARF grading system.
